Read a news article today by ctv.ca about dogs being rescued from a dog breeder in Quebec who kept approximately 35 small breed dogs in unheated cages outside. 

We have been having a crazy cold winter here in Toronto, this morning it was -18, and it was reported the night-time temperatures at the breeding facility in rural Quebec hovered around -30. This would have been extremely cold for these small dogs - nothing short of cruel and uncaring.
